She’s one of the characters we’d like to punch in the face because of what she did to our protagonist. After successfully accusing Naofumi of assaulting her, she made his life miserable and he ended up being a target of everyone’s hate. (The Rising of the Shield Hero: S1, Episode 1).
The reason why she’s so rotten is that her father spoiled her so much while she was growing up. She started abusing the authority and feared no one as she didn’t have to face any consequences.
Let’s save the stuff we have about her rotten personality for later and just talk about her power!
Malty does not possess impressive physical strength and just uses tricks and magic to get what she wants. Although, she carries a sword but never really uses it.
She can only use low-level magic and specializes in fire-type magic. We also see her being able to use a bit of air-magic (The Rising of the shield Hero: S1, Episode 13). Occasionally. Malty is the weakest character in the world of The Rising of the Shield Hero.

Eclair loves to train herself and possesses extraordinary physical abilities. When it comes to governing a village, Eclair is so not built for that stuff. All she knows about is training like a maniac and increasing her physical prowess.
Eclair is a knight in its true essence. She strongly believes in morals and justice. She wasn’t very fond of Naofumi ways at first but later, she became the very thing she despised. That’s quite ironic!
She uses Heavenly Wind King Katana as her weapon which she also shares with Melty as her weapon. This weapon is very powerful and only people who are pretty strong physically can weild it. (The Rising of the Shield Hero: S2, Episode 3)

Rishia helped Naofumi’s group a lot. She gave a tough time to Kyo Ethnina when Naofumi and his group were helpless against him. She became quite bold while fighting with Kyo and we got to see her new personality. However, she went back to normal after the battle ended. (The Rising of the Shield Hero: S2, epsidoe 6)

The other subspecies that Bio Plant produced was Madoragora that resembled a large pitcher plant. It released acid from its vines, entrapping its target and eating it alive. Both these humanoid creatures gave Naofumi and his team a tough time! (The Rising of the Shield Hero: S1, Episode 6)

Ren left the corpse of the dragon to rot there and it transformed into a zombie, spreading disease everywhere in the village. The Dragon corpse gained its immense power from the hatred and betrayal and caused havoc everywhere. It was extremely strong and released poisonous gases from its mouth. Having regenerative powers, the Zombie Dragon was a tough opponent for Naofumi and his party. (The Rising of the Shield Hero: S1, episode 7)

One of the four legendary heroes, Itsuki Kawasumi was summoned as a Bow Hero from another hero along with other heroes. (The Rising of the shield Hero: S1, Episode 1). Being bullied as a child left him yearning for praise and feeling superior to others.
In the beginning, he was all about justice and equality. However, after some time, he ended up becoming just like others, selfish to the core!
When it comes to strength and abilities, Itsuki is pretty strong but still the weakest of the four heroes (Except Naofumi in the start). He uses the bow on his opponents and can easily take them out with it. The bow offers a number of offensive attacks like shooting stars and thunder from his arrow.
Itsuki also unlocked the pride curse of his bow named “Justice Bow” and when used on anyone, it lets Itsuki control them. This happened when Malty manipulated him along with others.

Ren possesses the Holy Sword that chose him as its wielder. The sword can cut through anything and everything because of how sharp it is!
Other than using the Sword, Ren possesses some mastery in water and supports magic.
After getting deceived by Malty, he unlocked the curse of Greed and Gluttony that made him go haywire. He unlocked a lot of overpowered attacks including “Chain Bind” that lets him bind his target with chains and a guillotine appears on top of him, dropping on him and injuring him badly. He was definitely unbeatable in that state!

The worst of all four heroes, Motoyasu Kitamura is the legendary Spear Hero that was summoned from another world along with the three other heroes. Being extremely gullible and naive made him take the worst decision and he ended up causing a lot of trouble, especially for Naofumi.
He’s delusional to the core and acts high and mighty all the time. Malty was able to fool him easily because of his superficial personality. In short, Malty had him wrapped around her little finger. (The Rising of the Shield Hero: S1, Episode 1)
In terms of power levels, Motoyasu easily surpasses the three heroes (Initially).
He possesses the legendary spear that holds a lot of combat power and can easily defeat Motoyasu’s targets. His spear is able to split up into multiple spears when thrown in the direction of its target.
Motoyasu in his cursed mode is definitely not easy to deal with. He unlocked that curse of lust that boosted his physical powers and made him go berserk!
Motoyasu can also use a number of attacks including Rising Dragon Spear, Paralyze Spear, Brionac, Burst Lance, etc.

The leader of the Church of the Three Heroes, Biscas T. Balmus is one of the major antagonists and another character that we’d like to punch in the face. He’s second only to Malty in terms of being despicable!
He hides behind the facade of being kind-hearted and just but Naofumi was able to see through his lies and figured out his twisted personality (A god complex basically).
He was a narrow-minded individual who despised the royal family and considered them as parasites who were abusing their power and authority.6
Biscas T. Balmus possessed a replica of all four legendary weapons that our heroes possessed. The powers of all the weapons were boosted when Balmas used them on the heroes. Other than the weapons, he had the accumulated powers of his blind and staunch believers who were even ready to sacrifice their lives for him. He was definitely one of the most formidable enemies that our heroes came across! (The Rising of the Shield Hero: S1, Episode 4)

Ost Horai is the humanoid form of the Spirit Tortoise, one of the four Guardian Beasts. She’s actually the soul of the Spirit Tortoise. Ost Horai first appeared in a very intimidating way. I’m not gonna lie, all of us thought that Naofumi and his group was in a big BIG trouble. However, later we found out that Ost was not an enemy but an ally. (The Rising of the Shield Hero: S2, Episode 5)
Ost is extremely kin-hearted. She’s also very gentle and caring. She’s willing to sacrifice herself for others. She also wishes to have lived as a normal human instead of a manifestation of the Spirit Tortoise.
Ost is a great manipulator and used her beauty in order to wage wars and using the souls to protect the world.
Ost Horai’s magic is not very powerful. She only uses some support and earth magic. She’s also able to use gravity to pin down anyone she wants. Her power increases the deeper she is inside the Spirit Tortoise. Apart from that, Ost Horai can use magic to heal herself and others. He gave quite the tough time to Naofumi and his group. He was actually able to pin down the group manipulating gravity and was successful in humiliating Naofumi in front of everyone. However, he lost his power over Rishia who was able to intimidate him with her power as Kyo’s magic was not really effective on her. (The Rising of the Shield Hero: S2, Episode 6)
Kyo has a habit of humiliating others and thinking of them as NPCs. He’s also very arrogant and considers him better than everyone else. He feels like he can conquer everything because he had gained immortality. However, he gets intimidatred easily when he sees that his “immortality” is in danger.

At one point, she was thrown inside the Labyrinth and couldn’t escape it for years. But as soon as Naofumi got there, he was able to get her out of it. She was extremely happy once she was out in her own world. (The Rising of the Shield Hero: S2, Episode 7)

In her human form, Filo is no more than a spoiled brat who won’t listen to Naofumi unless she’s fed and pampered properly. We also see her developing a friendship with the second princess, Melty Q Melromarc (The Rising of the Shield Hero: S1, Episode 10).
Filo is extremely reliable when it comes to actual physical combat and is pretty strong. Nobody can match her speed and agility. A swift learner, Filo is able to learn magic spells as well as different tricks in no time!
Filo specializes in wind magic and can control the wind, creating typhoons and tornadoes that are pretty powerful!

Initially, she’s not very strong but gradually, she learns a number of tricks as well as masters Hengan Muso under Elrasala’s guidance. In Glass’ world, Raphtalia was selected as a vessel wieder and became the Katana Hero. Her outfit changed and she became really strong.
The slave crest was also removed from her chest and she’s now free (The Rising of the Shield Hero: S2 Episode 10). We’ll definitely see her growth in the new season and she’ll be able to secure an even higher position on our list when we update it!

It was instead sealed away by the heroes inside a sealing stone (Phew!). The sealing stone was being carefully watched over by the nobility generation after generation.
Idol Rabier was the one who broke the seal and let the Dragon go haywire and cause havoc everywhere. There was no chance that our heroes would be able to defeat such a terrifying thing. However, with the brains of Naofumi and the help of the great Queen Fitoria, they were able to defeat the Tyrant Dragon Rex. She possesses exceptional power that is equal to the seven-star heroes and is the vassal of the fan. She extracts her power from the soul Power of the Spirit people. The more the Soul Power, the more strong she is. When her Soul Power is low, she gets weaker as well. She can restore her Soul Power by consuming the “Soul-Healing Water”. The protagonist and an outcast of the anime, Naofumi is one of the four Legendary Heroes, possessing the Holy Shield. After being wrongfully accused of assault by Malty, he had to start everything from scratch and made his way up to the top (The Rising of the Shield Hero: S1, Episode 1).
Naofumi used to be a positive person before getting wrongfully accused. He grew extremely spiteful of the world afterwards and had trouble trusting anyone. But with the help of Raphtalia and Filo, he was able to regain some of his humanity and the trio became extremely strong together.
Unfortunately, Naofumi did not possess any special ability or ever physical proficiency to be in any kind of battle. But with the help of Raphtalia and Filo, he was able to unlock a massive number of skills and learned different abilities that made him stand tall amongst the other heroes.
The Holy Shield he possessed grew stronger and stronger gradually and was not only used for defense but also for offense. Naofumi’s curse mode is extremely dangerous for his enemies and even his team members as he’s not able to control it well (The Rising of the Shield Hero: S1, Episode 8). After killing the Spirit Tortoise, Naofumi absorbed it in his shield and unlocked the Spirit Tortoise Heart Shield which lets him use a number of very powerful attacks including Energy Blast that shoots a very powerful beam. However, it must be charged to 100% before using (The Rising of the Shield Hero: S2, Episode 12). Naofumi is definitely one of the strongest characters of this anime!

Spirit Tortoise is one of the Guardian Beasts that wreaked a havoc near the Melromarc Kingdom. It was extremely huge, almost the size of a massive mountain. There are a few cracks on the base of Spirit Tortoise that allow entry inside.
When the combined forces of Mirelia’s army and Naofumi’s party were unable to destroy the Spirit Tortoise, it transformed into a horrible-looking and even more powerful Spirit Tortoise.
The Spirit Tortoise is able to manipulate gravity and that’s how it controls its enemies. It also fires extremely powerful light beams from its mouth that are capable of destroying a whole town. The Spirit Tortoise can summon a lot of demons in order to make up for its slow speed. All those demons are capable of wreaking a havoc. (The Rising of the Shield Hero: S2, Episode 6)
The Spirit Tortoise is able to heal itself pretty quickly and that’s how it was considered impossible to destroy it completely. The only way to get rid of the Spirit Tortoise was to destroy its heart as well as its head at the same time, which was quite difficult for our heroes. However, Naofumi’s party along with Fitoria were able to destroy its heart and head at the same time and that’s how the Spirit Tortoise was defeated (The Rising of the Shield Hero: S2, Episode 6).

According to Naofumi, she’s just like Filo, a brat who loves eating. Her human form might look weak and feeble but she’s the strongest of all the characters in The Rising of The Shield Hero. She shows a lot of transformations from the size of a normal filolial to the size of a huge building!
She has lived many centuries and possesses ancient knowledge about most things. Her magic is extremely powerful. She was able to take out the Tyrant Dragon Rex all by herself without even breaking a sweat. That’s how powerful she is! (The Risisng of the Shield Hero: S1, Episode 16)
Fitoria also helped our heroes take down the extremely strong Spirit Tortoise. She beheaded the tortoise while our heroes destroyed its heart from the inside. (The Rising of the Shield Hero: S2, Episode 6)
Conclusion

The Rising of the Shield Hero has a set of versatile characters with unique powers with the potential of surpassing each other with every battle they fight!
