Interview with Director Shigeru Ueda
In an interview with Director Shigeru Ueda, the decision of airing the anime out of sequential order was made for multiple reasons. (Animate Times published on June 20th) But mainly, the decision was made to avoid producing anime original content.
The director states that it’s difficult to explain as the manga is still running. He also asked Keiichiro before writing the series about the ending of the Manga. And during that time, the manga was in volume six or seven. So, the adventure didn’t end at that time. That’s why if they animate the series based on the manga, it would end in the middle of the story.
He also explained that the first and second chapters substitute in both perspective and theme. Ueda also stated that it’s easier to follow a story having a single main character. He was confused about picking the main character that’s why he chose Sally but it wasn’t a popular idea.
The director felt the real start of the story when Sally and Frau met.
Ueda also wanted to shuffle the timeline even though it gets tricky for the viewers. Ever since he was a child, he wanted to see the anime describe what was drawn in the manga. That’s how he decided to produce an anime out of sequential order.

I stopped watching because I got tired of the airing out of sequential order as it made following the story confusing, airing out of sequential order was done in the past for old shows but I think it’s ridiculous either way.
